No one but you really believes that every civilization in the galaxy is using the exact same design of railgun, with the exact same projectiles that travel at exactly the same velocity, so precisely the same that parts and ammunition would be interchangeable between weapons developed a galaxy apart by species of completely different mentalities and body types. Why are you dragging out all these nonsense hypotheticals to try and obfuscate a very simple game feature? Why on earth would there be a dozen different bullets for each gun? To go back to my earlier example, were there dozens of different types of bullet that an MG42 might fire? And, see again point one. WHY would the gun be using an increased or decreased charge, and why would it matter? See point one. If there are multiple guns firing the same projectile at the same velocity, they're effectively the same class of gun.
